Overall, the Commission and AMG will accomplish the following three major objectives:

1. Complete the Environmental Impact Statement (EIS) for the starter segment to be constructed in Nevada between Las Vegas and Primm/Ivanpah Airport, with the “Record of Decision: to be issued by the FRA.

2. Complete a Programmatic Environmental Impact Statement (PEIS) for the full corridor between Las Vegas, Nevada and Anaheim, California, with the “Record of Decision” to be issued by the FRA.

3. Complete all work necessary to raise the funding to construct the starter segment. This may happen through the combination of funding awarded through the ARRA “Stimulus” program or be raised through a federal TIFIA loan, tax exempt bonds issued by the Commission, and private equity investment. Simultaneously, the starter segment in the west (i.e. Anaheim – Ontario, California) will be developed through completion of the necessary design; engineering and environmental assessments needed to position this as the next segment to being construction.
